Community areas in Chicago refers to the work of the Social Science Research Committee at the University of Chicago, which has unofficially divided the city of Chicago into 77 community areas.[1] These areas are well-defined and static. Census data are tied to the community areas, and they serve as the basis for a variety ofurban planning initiatives on both the local and regional levels.

The Social Science Research Committee at University of Chicago defined seventy-five community areas during the late 1920s. At the time, these community areas corresponded roughly to neighborhoods within the city. In the 1950s, with the city's annexations for O'Hare airport, a seventy-sixth community area was added. Other than the creation of the seventy-seventh community area in 1980 (by separating #77 Edgewater from #3 Uptown), boundaries have never been revised to reflect change but instead have been kept relatively stable to allow comparisons of these areas over time.

Although many community areas contain more than one neighborhood, they may also share the same name, or parts of the name, of some of their individual neighborhoods. Community areas often encompass groups of neighborhoods. In some cases, the character of the community area is independent of that of the individual neighborhoods it comprises.

Central


The center city area covers about 3 square miles (7.8 km2), lying roughly between Chicago Avenue (800 North) on the north, Lake Michigan on the east, Roosevelt Road (1200 South) on the south and Halsted (800 West) on the west. This area is city's commercial hub.

The area known as the Loop is a section within downtown, surrounded by elevated tracks of the rapid transit network. Many of downtown's commercial, cultural, and financial institutions are located in the Loop. Today, the Loop is also used to identify the larger downtown area.

River North contains the Magnificent Mile, a concentration of high-end retail. The central area is home to Grant and Millennium Parks, skyscrapers, museums, and shopping; and is the site of the city's largest parades: the annual Christmas, Thanksgiving and Saint Patrick's Day parades. The Chicago Bears play in Soldier Field on the Near South Side.

Roseland was an important commercial area for the far south side of Chicago in the 1950's and 60's. It includes the neighborhoods of Fernwood, Princeton Park, Lilydale, the southern portion of West Chesterfield, Rosemoor, Sheldon Heights and West Roseland.

The decline of Roseland had already started when we were in high school in the mid 60's, and continues now.  Roseland was the neighborhood where President Obama first became a community organizer.

Roseland was settled in the 1840s by Dutch immigrants, who called the area "de Hooge Prairie", the High Prairie, because it was built on higher, drier ground than the earlier Dutch settlement several miles further south of the Little Calumet River, which was called "de Laage Prairie", the Low Prairie, now South Holland, Illinois.

The community was entirely agrarian until the late 19th century, when the town of Pullman, Chicago was built between Roseland and Lake Calumet. George M. Pullmanplanned a model industrial city built around a factory that manufactured his "Palace" railway coaches. Modern brick homes were built with electricity, plumbing and gas utilities. Skilled tradesmen from all over Europe immigrated to the town of Pullman with many settling in nearby Roseland. Roseland was annexed into Chicago in 1892. The Roseland area became a very cosmopolitan community made up of multi cultural, ethnic and racial backgrounds. There was large population of Italian Americans just east of Roseland in the Kensington community. Most came to the area from the Little Italy neighborhood on Taylor Street making Kensington the center of South Side Italian life. San Antonia de Padua (St. Anthony's) cathedral was a cultural landmark of the area. Supporting businesses flourished rapidly changing the farmland into commercial and residential communities surrounded by a number of industries. Stores on Michigan Avenue served the entire south side of Chicago.

Fortunes began to change in the 1960s when industry patterns lead to economic decline. Steel mills to the east were shuttered. Pullman scaled back production and eventually closed for good in 1981. The huge Sherwin-Williams paint factory closed for good in 1995. A period of rapid ethnic succession took place. Skyrocketing crime rates, gang violence, racial tension and urban decay forced longtime residents and businesses to flee, a phenomenon referred to as white flight. Some new residents purchased homes with federal subsidies and FHA backed mortgages and by the mid-1980s Roseland had one of the highest HUD repossession rates in the city. In the mid-1990s, Roseland gained notoriety as the stomping ground of Robert "Yummy" Sandifer, the child who was executed by his gang at age eleven. Much needed economic and social revival remains elusive.

The much lauded mural "I Welcome Myself to a New Place: Roseland Pullman Mural," by Olivia Gude, Jon Pounds, and Marcus Jefferson, 1988, was designed to unite the predominantly African American community of Roseland with its nearest neighbor, the predominantly white Pullman community.

Roseland has yet to recover from the economic decline and gang violence. Community leaders and residents are attempting to restore the community through programs like Kids off the Block.

Like many cities Chicago is making major strides in improving sustainability.  Mayor Daley began a major initiative with green roofs, support for LEED construction, and leading a major effort to create more bikeways. And of course the city is an older and relatively dense city with a major transit system.

Sustainable Chicago is organized into seven categories critical to the sustainability of the city. It sets twenty-four specific goals and identifies key actions to take to reach those goals by 2015. It is a clear commitment of what government needs to and will do. It is also a roadmap for how Chicagoans, at home and at work, can get involved.
